The xp requirements are a little crazy. A good chunk of the players who are basically the best on the server are still less than level 20 (just poking around on player stats page) and I'm seeing the amount of xp that is required to use the skills is basically impossible to achieve even when playing daily and hours per day.
Exile is a game that people get in and out of. They binge play for 1 week to 2 months and then leave for months at a time. Expecting players to reach level 25 just to unlock perks is a little ridiculous.
Exile servers come and go and this one has to be one of the better ones (mainly easy ejecting, spawn kits and not dying if your atv hits a bush). I strongly recommend against forcing players to grind weeks just to unlock some perks. Another option is to add the 2500 xp daily reward as a base + a roll. This way you reward active players with a guaranteed 2500xp bonus without having to overhaul the xp system. Initially that 2500 xp reward would let you pass early levels but by about level 12 it doesn't do a whole lot thus slowly rewarding active players.
Also being able to purchase roll crates could be an option too that way you can burn extra tabs.
